City Hall Lists 10 Top Cop Candidates

DALLAS - Ten people have laid claim to the top spot at the Dallas Police Department.  However, none of the names on the list are current DPD officers.

Outgoing Chief David Kunkle retires later this spring and the city manager's office has said they'd like to find a replacement by the end of April.

The list released Tuesday includes:

  • Joseph Costa, Chief Deputy, Dallas County Sheriff's Department
    Held position since 2005
    Master's degree in Criminal Justice from Boston University (1981)
     
  • Michael D. Owens, former Director of Special Facilities, Miami University of Ohio
    Oxford, OH
    Left the Indiana State Patrol in 2001 as a district commander after 28 years
    Masters in Public Management from Indiana University (1990)
     
  • John R. Magnier, Chief of Police, Glen Ridge, NJ
    Glen Ridge, NJ
    With department since 1985, as Chief since 2001
    M.Ed. Education from Seton Hall (1989)
     
  • Gerald Mines, Consultant/Expert Witness, Equalizer Private Investigations
    New York, NY
    32 years with NYPD, ending as a captain
    Commissioner of Police in Mt. Vernon, NY in 2006
    MS in Criminal Justice Management from New England College School of Graduate and Professional Studies (2008)

    Held position since 2005, with agency for 23 years
