DETROIT (WJBK) -

The Department of Justice awarded a $1 million grant Tuesday to the Detroit Crime Commission, led in part by former FBI Special Agent in Charge Andrew Arena.

The plan is to target specific neighborhoods and specific offenders who live in those neighborhoods.

Arena said it starts with 5,000 abandoned homes in a four square mile on Detroit's east side area where everyday life for many is a war zone with blight mainly to blame.

"We have people running drug houses out of there. Young women are pulled into these houses and assaulted. So that's another area the Detroit Crime Commission will work to help," Arena explained.

For Congressman Hansen Clarke, who represents the city's east side, it's very personal.

"As a child, I witnessed firsthand a brutal murder, and over the years many of my friends were victims of violent crime."

The plan starts immediately and involves not only the feds, including the ATF and the FBI, but also the sheriff's department, prosecutor's office and church groups.
