New ad valorem tax to take effect next month

Tax commissioners from several metro counties held a media briefing Monday on the new ad valorem taxes set to go into effect next month.

The new ad valorem tax, also known as the "birthday tax," will be replaced with a one-time fee at the time you purchase your car.

The new bill allows taxpayers who purchased a car between Jan. 1, 2012 and Feb. 28 of this year to opt into the new ad-valorem.  Those who bought a car before New Year's Day 2012 do not have that option, according Fulton County Tax Commissioner Dr. Arthur Ferdinand.

"They have to remain on the same old system of paying their ad-valorem tax...for the next 10 years," Ferdinand said.

The car owner would have to pay the old ad valorem until they sell off their car, at which point the new owner would take on the title tax.

Ferdinand says taxpayers should expect some bumps in the road because it's a new process for county employees.  

Car owners will still have to pay an annual $20 tag fee and do an emissions test.
