Man accused of assaulting people by spraying oil and bleach solution

Police have arrested a man who they say was assaulting people with a mixture containing bleach, vegetable oil, and Tabasco sauce -- only he called it "holy water."

Last Thursday, officers were called out to a neighborhood near Arizona Ave and Elliot Road in Chandler. Given the area of the call, officers thought this may be Francisco Villa, who they've had contact with in the past and has a mental disability.

Shawn Roser was sprayed with the "holy water" in the parking lot of the apartment complex.

"I looked on the car and I saw it was wet on the hood. And I asked him, 'did you spray my car with something?' and he said ‘Yeah… holy water,'" said Shawn Roser.

"And he started charging at me with the spray bottle and I told him, 'dude don't spray that on me!'… and he sprayed my clothes and sprayed me in the face."

A witness threatened to call police, but that's when Villa allegedly went after him too.

"He gets him in the face too, luckily we're wearing our glasses so it didn't get me in the eyeballs."

Officers contacted Villa and he told them he was spraying people with "holy water." He claimed he got the water from the Mormon temple in Mesa.

However, Villa admitted he knew the holy water was made up of bleach, vegetable oil, and Tabasco sauce.

"Mr. Villa didn't advise any reason why he was doing this, as I said before he was very matter of fact with the officers," said Chandler Police Det. Seth Tyler.

Both victims want to press charges.

Villa was booked on two counts of misdemeanor assault. The spray bottle was seized as evidence.
