DETROIT (WJBK) -
As Detroit City Council members debate the merits and grounds for
appealing the governor's decision to appoint an emergency manager, most
agree they should fight. However, it is not clear that is the plan for
Mayor Dave Bing.
"Given the magnitude of this, because this is huge, I would expect that the mayor would, if not come before the council, then at least do some sort of a speech clarifying exactly what his position is," said council member Ken Cockrel, Junior.
"If we don't go together speaking with one voice, what does that say about asking for an extended consent agreement when the council and the mayor are not on the same page?" said Council President Pro-Tem Gary Brown.
Bing has said he doesn't favor emergency management, but has not said if he will take action. Council President Charles Pugh favors a modified version of the consent agreement. The state has spent millions on a turnaround team. Pugh wants to give it a chance to work.
"We're not appealing the fact that we're in a financial emergency, we know that we are, but what we're appealing is the fact that we don't need one person to come from Lansing to run the City of Detroit. It would be devastating," said Pugh.
Others want to appeal for other reasons. Council member JoAnn Watson reminded her colleagues Michigan voters struck down emergency management in November only to see it pushed through a lame duck session in December.
"This is part of a plan nationally, right wing agenda to take away the vote of the people," she said at Tuesday's council meeting. "So stand up and fight."
Detroiters that gathered for public comment agreed.
"Emergency managers destroy," said one resident. "They've destroyed DPS. They've destroyed Pontiac."
"This goes to the heart of our democracy. It's something that should not stand," another said.
City council will be meeting again Wednesday morning and also meeting with their attorneys to try and figure out what's next. They're even hoping maybe they'll see the mayor.
