PD: Man fatally shoots brother-in-law

Phoenix police say a 33-year-old man shot and killed his brother-in-law on Sunday morning.

Police believe an argument lead to a shooting that left Richard Swann dead on Sunday night.

Neighbors described an Easter morning that was anything but serene.

Officers sped down Trafalgar Avenue after an apparent domestic dispute inside a home.

"Now what we learned right away through 911, we had a young lady on the phone who was saying her husband had been shot and the husband had possibly been shot by her brother," said James Holmes, Phoenix Police spokesperson.

Then police say she handed the phone to her brother, Steven Lomax Jr.

"The suspect tells police that he did in fact shoot a subject inside the home," said Holmes.

When police arrived on scene, Lomax did exactly what he said he was going to on the phone; he came outside unarmed.

"The brother, the suspect, walked out of the home and readily surrendered to officers," said Holmes.

Lomax will be booked into jail for first degree murder.

The children that live at the home were fortunately out with a grandparent at the time of the shooting.

"They're gonna have to deal with this on a day that should be holy and a good day for the family and the children it's, always gonna be tragic," said Holmes.

"It's sad, you know, it's terrible," said Sheila Ramirez, a neighbor.

The children were in the care of family members Sunday.

Swann's wife was cooperating with police.
