Dallas council honors officers for arrest of serial rapist

The Dallas City Council honored several Dallas police officers who helped catch Lake Highlands rapist Cesar Benitez.

One of those officers, Sr. Cpl. Geoff Pettay, played a key role in a break in the case.

Pettay remembered a conversation last year with an Allen police officer when that department was searching for a peeping tom.

According to the Allen arrest warrant affidavit, a 13-year-old girl was in a bathroom stall at a Target store when she dropped her phone on the floor. When she went to pick it up she noticed a male in the adjacent stall on the floor looking at her.

Benitez took off, but surveillance  video helped identify him in that case.

Pettay passed along the information which led to Dallas police monitoring Benitez. A separate Crime Stoppers tip also named Benitez as the rapist.

Benitez faces sex assault charges and a bond of more than $4 million.
