Officials in West say there's a growing problem of people claiming to be victims of the fertilizer plant explosion so they can collect benefits.
One giveaway - when people are asked where they live, they reply Zone 4. There are only three disaster zones in the city.
"They're taking advantage of some of our free pantries, the furnishings, the clothing, the washers and dryers and we're trying to put a stop that," said Susanne Kemmer. "It is the worst form of looting. Stealing from these people who have already lost so much"
Over the weekend the West City Council met in emergency session and formed what they are calling the Long Term Recovery Committee. They will direct the recovery effort over the long term.
West officials are also concerned about fraudulent home repair companies and are doing their best to keep out all but those authorized and licensed by the city.
Mike Sulak's home is likely a total loss. He's determined to hire only a central Texas company he knows and trusts.
"I think our local contractors have contacts with other out of town contractors. They know who's good. They'll bring those people in," Sulak said.
