    On Tuesday, the city of Detroit asked a federal judge to approve its deal to borrow up to $350 million to help the city pay off some of its debts and to provide city services.

July 18, 2013 was a history making day for Detroit. Emergency Manager Kevyn Orr filed the paperwork sending the city into Chapter 9 bankruptcy.

"This is really about the first step in starting this city towards a course of restoring goods and services," Orr said at a news conference following the filing.

"I really didn't want to go in this direction, but now that we are here, we have to make the best of it," said Mayor Dave Bing.
