DETROIT, Mich. (WJBK) -

Detroit Emergency Manager Kevyn Orr promises bankruptcy will actually help improve city services and public safety. It's a promise residents need him to keep. But, for one Detroit family, it's too little too late.

The family says slow EMS response times nearly cost a little boy his life. The 2 year old is recovering at Children's Hospital. His family says he may never have made it there if they'd waited any longer for an ambulance.

"Every second counts in a medical emergency," said Stacy Hughes.

But, those seconds became minutes as Hughes' 2-year-old grandson lay unconscious after a seizure. She called 9-1-1 a second time after waiting more than half an hour for an ambulance.

"When I called back they told me they were sorry they didn't have any units available," she says.

Hughes took matters into her own hands, driving her grandson to the hospital. With a bankrupt Detroit on the horizon, Hughes fears services will only get worse. EM Kevyn Orr says nothing will change for ordinary citizens. But, Hughes isn't buying it.

The boy is recovering. Detroit EMS was supposed to receive about 15 brand new ambulances about a week and a half ago but they haven't arrived. Chances are they may not arrive for at least another month. Right now, there are only 7 working EMS units in Detroit.
