Teen with Down syndrome allegedly raped, accused remains free

DETROIT, Mich. (WJBK) -

A flyer warning about an alleged rapist has been making the rounds in southwest Detroit. We are not identifying the man because he has not been charged, but residents said that is exactly the problem.

"It's been 22 days since one of our young, 16-year-old girls said she was raped," said Deb Sumner.

There has been no arrest warrant, no charges and Sumner said no justice.

She lives in the Hubbard Farms neighborhood in southwest Detroit where a 16-year-old girl with Down syndrome is said to have been raped.

The accused has been seen as recently as last week.

"I play softball here. He would watch us practice, which is creepy," said Marlene.

"We now know that our children have been approached by him many times," Sumner said.

The alleged rape has sent the neighborhood into a tailspin. Southwest Detroit is brimming with children, and parents are worried.

"We don't feel safe that this guy is outside," said Maria Nava.

The Wayne County Prosecutor's Office said it's reviewing the case and is waiting on further work to be done in order to make a charging decision.

The Michigan State Police Crime Lab is speeding up the processing of the rape kit.

People living in the neighborhood said only in Detroit can something like this happen.

"I ask whether Oakland County ... would that ... alleged rapist be on their neighborhood streets?" Sumner said.

Although the crime lab is expediting the processing of that rape kit, sources said it could take as many as six months before this case is resolved. Residents said they cannot wait that long.

We have also heard that the suspected rapist has become the target of vigilante justice. We were told that he was attacked and beaten, and that some people in the neighborhood felt that police were not doing enough, and they took matters into their own hands. We are working to find out more about the young man's condition.
