Animal lover or not, this billboard is bound to provoke some sort of emotion when you see it.

PETA wants to put it up in Camden, playing off a recent case in which a 10-year-old was allegedly chained to a radiator by his mother and her boyfriend.

It was Tuesday when Camden County police said they found the boy chained to a radiator pipe in his mom's bedroom as punishment.

"This level of depravity inflicted upon a child is chilling," said Camden Police Chief J. Scott Thomson. "We're just thankful that the child had an opportunity to escape and report what has been going on so we could arrest this couple and put a stop to their cruelty."

PETA says its message is that any living being shouldn't be chained up. Children don't deserve it, and neither do animals.

However, some say the image PETA chose to use goes too far.

The exact location of the billboard has yet to be announced.

PETA has created a grassroots campaign for people to become active about chaining on their own.
