NORWICH, Conn. (AP) - State prison officials have placed three people from a Montville sex offender rehabilitation center in group homes in Norwich, infuriating local officials.

Mayor Peter Nystrom said Monday the city will not accept the decision by officials of the state Department of Correction. He called it an effort to "dump people" on the streets of Norwich.

Karen Martucci, a spokeswoman for the state Department of Correction, confirmed that three offenders from the 24-bed January Center at the Corrigan-Radgowski Correctional Center in Uncasville have been placed at locations in Norwich.

Construction of the sex offender facility provoked strong opposition in Uncasville. The state agreed to a condition that offenders living there would be released to their home communities.

State Sen. Cathy Osten says the state prison agency owes Norwich an explanation.
