The scraps of an Army uniform collected at the scene of a hit-and-run in Roseville show the struggle Sgt. 1st Class Travis Torgerson endured, and the 52-year-old driver who struck him was not medically cleared to drive.
Enrico Taylor struck Torgerson and 29-year-old Staff Sgt. Michael Stroud near the recruitment center in Roseville on Tuesday. Torgerson became stuck under the Jeep and was dragged nearly a full mile.
"Sgt. Torgerson and his family will never be the same again," Roseville Police Chief Rick Mathwig said.
Mathwig described Taylor as a "predator" who has had countless chances to be a productive member of society.
"Yet, what does he do in broad daylight?" Mathwig continued. "He inflicts monstrous injuries on the military veteran, a father, a husband."
Taylor's criminal history dates all the way back to 1988, and includes charges ranging from theft by swindle to domestic violence -- even fleeing police despite his known vision problems. Police say Taylor has a fake right eye. In his left he wears a contact, but he has no medical clearance to be driving.
Now that he's in jail, Roseville police are asking anyone who may have been targeted by Taylor -- who often haunts the Best Buy parking lot -- to come forward. One family who has shared their story with FOX 9 News.
"I'm like, 'Oh my God. They finally got him. They finally got the dirty S-O-B,'" Brenda Detmann said.
Detmann said Taylor targeted her, her daughter Rhonda and her grandchildren. She doesn't pull any punches describing how she feels about his latest arrest.
"The creator of this person, -- thing -- was the devil himself," she said.
Both Detmann and her daughter say Taylor threatened the family's lives. Now, they are relieved he is in custody -- and they hope he stays there.
"I'm begging the judge. I'm begging anyone -- please, lock him up and throw away the key," Detmann said.
Mathwig hopes so too, which is why they want other victims to come forward. Without it, he fears Taylor will be released and return to his old ways.
"In the Minnesota catch-and-release legal system, he will be out," Mathwig warned. "He'll never serve enough time."
