The final debate between Benny Napoleon and Mike Duggan

The two candidates after the Detroit mayor's job took part their final debate before next week's local elections around Michigan.

The debate began at 7 p.m. Tuesday at WXYZ-TV's offices in Southfield.

Sheriff Benny Napoleon's strategy went on the attack.

"While Mike was sleeping in Livonia, I put on a bullet-proof vest, a 40-caliber glock and I patrolled the streets of this city. While Mike was sleeping in Livonia I was taking care of seniors; I was saving babies and I was protecting the weak while Mike was sleeping in Livonia," Sheriff Benny Napoleon said during his final comments.

Despite taking some jabs Mike Duggan appeared relaxed as he touted his success as a turnaround expert. He believes that's the reason why Detroiters fought to get him back on the ballot.

"When I stumbled I was lifted by the people of Detroit, first with your prayers then with your votes - the 48,000 people who wrote in my name and filled in the circle," Mike Duggan said.

Things started to heat up midway through the debate when the panel asked about the role of emergency manager Kevyn Orr, whom both candidates have shared a public disapproval of his placement to run the city.

"I'm expecting that the community and the business leaders who are supporting me will go with me to the governor and say, 'Okay, you appointed an emergency manager because you said the city couldn't manage its finances. Well now we've elected a mayor with a strong turnaround history," Duggan said. He continues, "I don't know whether we can get Kevyn Orr out before September, but I'm going to work every day on a positive, constructive way to shorten that stay."

The sheriff said: "I've maintained from day one that I believe Kevyn Orr is here illegally. It is very clear that there was a conspiracy, and it's becoming even clearer ... there was never, ever any intention of doing anything but sending Kevyn Orr in working with the governor, working with Andy Dillon, working with Kevyn Orr, and quite frankly, my opponent was a big part of that."

The candidates were asked a hypothetical question: What if there was no emergency manager?  How would they turn the city around?

The final count showed Duggan with more than 48,700 votes compared to about 28,300 for Napoleon.

The general election is Tuesday, Nov. 5.
