DETROIT (WJBK) - Polls are open in Michigan as voters in Detroit pick a new mayor and local ballots offer up a host of other issues for consideration.

In Detroit, voters started going to the polls Tuesday to choose between a former health care executive and a sheriff competing for a job whose powers are limited by a state-appointed emergency manager. Mike Duggan, the ex-head of the Detroit Medical Center, faces Wayne County Sheriff Benny Napoleon.

Duggan, who'd be the first white mayor in 40 years in the black-majority city, voted shortly after polls opened Tuesday.

The former write-in candidate for the primary noted that he "Didn't even have to write-in this time."

Duggan told reporters after voting at a police precinct that his first order of business Wednesday if elected will be calling the city's police chief and working to improve police response time.

Napoleon filled out his ballot Tuesday morning at Drew Transition Center and joked afterward about voting for himself.

Napoleon says recent polling that shows Duggan ahead should be disregarded. Duggan also has been ahead of the former Detroit police chief in fundraising.

Among local issues in Michigan, voters in Ferndale, Jackson and Lansing have a chance to give some legal protection to users of small amounts of marijuana.

Residents of the Detroit suburb of Royal Oak vote on a human rights ordinance that would make it illegal to discriminate based on sexual orientation and a number of other factors.

Polls close across the state at 8 p.m.
