LAPD Investigates Illicit Sexual Activity at Downtown Library

LOS ANGELES (FOX 11 / CNS) - Police are investigating a surge of illicit sexual activity inside the Richard M. Riordan Central Library in downtown Los Angeles involving gay men, it was reported Saturday.

The Los Angeles Department's Central Division have made nine arrests for lewd conduct since conducting 14 undercover operations that began in January, the Los Angeles Downtown News reported.

Los Angeles police Capt. Mike Oreb told the newspaper that the arrests have been for encounters between men, adding that the bulk of the incidents involve one person masturbating while another watches.

"We've seen sexual activity in other places throughout the region, parks and public bathrooms," Oreb told the Downtown News. "(We're) not sure why anyone's decided to focus on the bathrooms at the library."

The police captain told the newspaper the activity mostly occurs between noon and mid-afternoon.  Police have increased the number of uniformed officers patrolling in and around the library, he told the newspaper, adding that the situation has improved since undercover Vice officers began staking out the building.

"It's not a daily event, but it is going on," Orbe told the Downtown News. "We've stepped up enforcement and are addressing all the complaints of lewd conduct."
