Dallas County Judge Clay Jenkins said TxDOT's response to the ice storm in North Texas could have been better if the agency was properly funded.
Jenkins made the remarks Tuesday at the weekly meeting of the Dallas County Commissioners.
Jenkins said TxDOT has suffered from the budget cuts of state lawmakers.
"When you underfund and underfund and underfund transportation and you see problems like this, it's not because of the men and women of TxDOT," Jenkins said. "It's because our legislature will not step up and adequately fund transportation in this state."
Jenkins said TxDOT needs billions of dollars just to keep up with pothole repair on existing roads and they don't have it.
Jenkins said the North Texas Tollway Authority did a better job along its system because of greater resources and fewer miles of road to keep open.
