A grand jury has cleared a Dallas police officer in the Dixon Circle fatal shooting earlier this year.
The shooting happened in July when police were responding to a kidnapping call. Officers chased 31-year-old James Harper.
Officer Brian Rowden got into a scuffle with the suspect. Fearing for his life, he shot and killed him.
Harper was not armed.
Immediately after the shooting, tempers flared.
The Dallas Police Department re-examined its deadly force policy because of the case.
