    Mayor Bill de Blasio is acknowledging that more could have been done to keep the streets of the Upper East Side clear in Tuesday's winter storm after hearing criticism about unplowed roads that brought traffic to a crawl. Traffic congestion was particularly bad at the bridges and tunnels.

NEW YORK (MYFOXNY) - Late Tuesday night, New York City Schools Chancellor Carmen Fariña announced that schools will be open on Wednesday, Jan. 22, 2014 and all student after-school programs and PSAL games will resume their normal schedules.

She said in a statement that travel conditions may be difficult, and families should exercise their own judgment when taking their children to school.

Families of students with disabilities who have transportation concerns were told to call 718-392-8855 for assistance starting at 5:30 a.m.

Wednesday afternoon, the Education Department reported that more than half of all students stayed home. The attendance rate of 47.1 percent was comparable to the 49.1 percent rate back on January 12, 2011, the day after a similar snow storm, according to a spokeswoman. Attendance on an average school day is about 90 percent.

Nearly a foot of snow fell on parts of New York City on Tuesday and wind chills on Wednesday were below zero.

    Emergency personnel are responding to falling debris from a high-rise building in Midtown Manhattan. West 57th St. between 5th and 6th Avenues is closed. SkyFoxHD was overhead where pieces of glass could be seen on the ground and a window shattered. Two people were hit by the falling glass at about 8:45 a.m. and were taken to Roosevelt Hospital with minor injuries, according to police.

    Two thugs were caught on security camera footage beating a teenager and stealing from her inside an apartment building in the Midwood section of Brooklyn.  The NYPD says the attackers are seen dragging the 18-year-old out of an elevator into the hallway and punching and kicking her.
    Police have arrested one of two suspects wanted in the brutal attack of a teenager inside her apartment building in the Midwood section of Brooklyn. The thugs were caught on security camera footage beating the 18-year-old at about 9:34 on Sunday night. The attackers are seen dragging the girl out of an elevator into the hallway and punching and kicking her. Tyler Hopping, 18, was arrested on Wednesday.
