The grandfather of a 2-year-old found duct-taped in a Plano apartment said he was concerned about their son's fiancé.
Douglas Reeves said he hand delivered a letter to CPS begging the agency re-open several cases involving unexplained injuries two days before police found Grace unconscious and duct taped.
Melinda Muniz, 25, has been charged with capital murder in the death of Grace Lillian Ford. Muniz is reportedly the fiance of Ford's father, Mitch.
Reeves said Muniz would meet with them to drop off and pick up the toddler for scheduled visits.
Reeves believed Muniz was responsible for bruises on Grace and a Benadryl overdose. The incidents were investigated but no abuse was determined.
Reeves also said he was outraged by the evidence, including surveillance video from a nearby store minutes before the crime was discovered.
"Melinda took Grace to a store, pushed her around in a cart, picking out the items she's going to kill her with," Reeves said. "It's just unbelievable."
Police said Muniz staged the Plano apartment to appear as though she and Grace had been attacked. Grace died of suffocation after her face had been covered with duct tape.
Police later determined Grace's father Mitch had called off the engagement to Muniz earlier that day.
