(WJBK) - The Michigan House has approved a plan to send $195 million in aid to Detroit. But the money comes with strings attached. We go over the details of the so-called "grand bargain." Also, the largest bank in the country wants to invest $100 million in Detroit. Is that a noble move or publicity stunt?
