Police say 34-year-old Christopher Fields, a Wheel of Soul member from Northeast Philadelphia, has been charged with murder, aggravated assault and other related offenses.

A Northeast Philadelphia man has been charged in what police are calling a road-rage shooting in Philadelphia's Feltonville neighborhood.

Todd Riley, 43, was shot multiple times at 5th Street and the Roosevelt Boulevard around 11 p.m. on Saturday, police say.

A 31-year-old woman was also shot. She is in stable condition.

Police say 34-year-old Christopher Fields, a Wheel of Soul member from Northeast Philadelphia, has been charged with murder, aggravated assault and other related offenses.

“Motorcycles actually circle around him, then bad blood, and then the shooting occurs. It really a case of road rage,” said Philadelphia Homicide Unit Captain James Clark.

Detectives say dozens of Wheels of Soul members approached Riley and his girlfriend at the traffic light and wanted to pass them. Riley let several pass him then started to pull away from the light when he was surrounded by bikers, according to authorities.

“The Wheels of Soul members, 20 to 25 members circled his vehicle, it then got more heated,” said Captain Clark. “One of the members got off his bike and fired several times.”

Police say Fields fired several shots, killing Riley and wounding his girlfriend. The father of two died at the hospital. Police took off after Fields and arrested him. They recovered a .40 caliber handgun at the scene that matched the bullets that killed Riley, according to investigators.

“Wheels of Soul colors that we found, his jacket and or vest, witnesses say, all the other members had on those same colors as well,” said Captain Clark.

Homicide detectives are now trying to identify 25 to 30 members of the Wheels of Soul who, police say, were on scene at the murder.

“We're gonna find out who they are, and we're gonna talk to them,” said Captain Clark.
