DTE: 28,000 power outages as of Thursday morning

DETROIT (WJBK) -- DTE says about 28 thousand customers are still without power Thursday, following weather that moved through the area Wednesday.

DTE is expecting to have power fully restored to all of southeast Michigan by Thursday evening.
